You can delete the characters but since they will loose the association you will also loose the blessing of the fairy buff because of the relation.  The two remaning characters will not become related to each other.

Maybe after tons of people complain Nexon will issue a small punishment (like with Vengence) but then the people will just remake the perma-banned chars, the temp banned chars will return, and they'll form a new guild, and do the same thing (like Veng, and Excellent).
