Yes they can, but in my opionion you would be better served saving that reverse weapon for an adventurer type charecter.  The reason is that Cygnus Knights cannot achieve levels greater than 120.  But if you so desire to spend the resources to create a reverse weapon for your cygnus charecter, that is your perogitive.
