Apparently, you receive some of the items required to create these equips through the MS iTCG (Trading Card Game), of which some of the cards have certain codes written on them that you can redeem using the Cash Shop. MS iTCG is, as far as I know, only available in certain regions of North America.
By combining iTCG-unique items with some other items that can be acquired from NLC monsters as uncommon drops, you can create certain Stirgeman items. For more exact information, consider searching by Google or in a MS database or go to NLC in-game and talk to NPC Stirgeman.
Note, however, that each iTCG set has its own set-specific items, and I do not believe that newer sets will contain any of these items. In other words, it may already be too late to get them, but you should hurry up in any case if you wish to acquire them. Alternatively, you can attempt to buy some of the items or equips from other people in the game.
The term "wall of text" only applies to ignorants who do not bother to read their opponent's mostly perfectly valid arguments before immaturily attempting to counter them.
