Orange is successfully scrolled at least once with any scroll.

Blue would be like... at least 1 or 2 60% worked and the rest 100% or something like that.

Purple would be more than 2 60% scrolled... kind of like... 3-4?

Yellow would be KE ZAM! PEW PEW GODLY! 30%-50% 4-6 success!

Nion: It's too soon to be true. Internet Cafe' isn't going to come anytime soon.

Or is there alternative route to making my staff Godly Yellow--?

That's not exactly how it works lol.

Orange is 0-5 stats above average. Blue is 6-22 stats above average. Purple is 23-39 stats above average, and gold is 40+ stats above average. Hope this helps and GL with scrolling. :]
