Scania and Bera are the two busiest servers. If you want to be surrounded by people, go there. If you want less people, go to one of the other servers, they all have less people, which has it's own pros and cons.
Depends on what you want to do. Cygnus Pirates are more powerful to begin with, but you also cannot be a Gun Pirate, only a fist pirate. And later on, you have a lower level cap. 120 instead of 200. Power vs Potential. Your choice which is more important really.
