Apparently he's doing the quest from Hughes the Fuse in Orbis Tower, which rewards an Oxygen Tank. He also states that he has all the required stuff, but cannot turn it in. I don't know about this problem, but many players seem to be experiencing this issue recently. I suppose you will have to stay put until Nexon decides to fix this.
