I don't think there is any level restriction. However, I'd recommend that you are at least level 50~70 before going to the initial maps as the monsters there are quite tough. To explore the entire park, you may need to be well in your 3rd job levels.
The term "wall of text" only applies to ignorants who do not bother to read their opponent's mostly perfectly valid arguments before immaturily attempting to counter them.
