PVP System is everyone's demand so I would type which system will balance and keep it fair without causing anger and drama:
1. Level limitation is the significant system for pvp. For example, level 70-74 or 75-79 only are allowed to pvp. The gap between levels are obviously to avoid exceeding levels of both armors and levels above from 70-74 or 106-109.
2. As I read the healer issue wouldn't be able to pvp and absolutely no sense in fight then we have a polite system for healers. In PvP sysmtem, there must be a team pvp or party pvp as you usually called it leveling, healers won't be a problem in multiple pvp battle because they are very useful when the healer helped its party to boost the ally's state in the battle. However, the only forbidden for healers are they can't enter in 1v1 battle unless if the pvp is in multiple mode or party mode.
3. About items, there should be optional two different NPCs to enter players onto the room without permission to use items(healing items) and one NPC with room for allowed items.
4. There must be a feature of "Creat Room" and "Join Room" in each room created with a conduct of passwords or no passwords. This also helps to meet the players who wants to challenge with them and who wants to fight them in deathmatch.
5. Must include rules to NPC's dialect with "No insults, Harass, and ect" that won't let the players to take a bad behavior action towards others.
Anger and drama have mentioned on this tread then my comment to those who are worried about getting sad and mad after lose of PVP. Most of them will learn here in PVP how to accept defeats, losing, and awareness of which skill and performance they lack of. Real players with dignity won't get mad, sad, struggle ect, but to learn the point and get them stronger next time he meet the person who defeated him.
