Well...actually the Western server looks like it will let people from US&Europe while most of the Estern (aka Jp/Tw/Kr) have already their own, and I don't think Nexon will be letting players from countries that have already their own on foreign ones. That's because, even if the player will be always able to pay for the Cash Shop features ...

It could be difficoult for them to get the right timing with the skill hotkeys, since for some of them their arm/hands muscles aren't fast as ours. Sadly it's a truth that many MMORPGs live with, I hope your friend could find a solution.
