They spawn as Field Bosses. So you just need to wait and be in the area to get the announcement.

Well technically speaking the TC is right. You won't find a Hooked Cutlass anymore without a Hidden enchant attached to it. Unfortunently Hidden enchant makes it so you can put Stiff on it or something better right away so there's no reason a ''clean'' Cutlass would cost that much.

A little bit of crit enchantment and they make a nice dual wielding weapon to use if you can't be bothered with upgrading a weapon.  I found around 30 hooked cutlasses ...
