Unfortunately Mabinogi is restricted to North American players only.

It was an oversight on our part to not state this on the pre-open beta announcement, however it had been previously announced in closed beta.

I called around to check and see if this restriction could be lifted, however this restriction will carry out to the commercial release as well so the restriction can not be changed

This is due to licensing agreements and not something we have any choice in.

I am sorry for any confusion or issues this has caused.
