I think a few of the above mentioned posts are true. From what I understand, stores have to send the reorder status in for Nexon cards. If they don't, the cards don't get restocked, and sometimes it takes a good while before the little hooks are refilled. I've noticed a couple of places have flat-out stopped selling Nexon cards, and it boggles me a little as to why. Others, that still sell them, get slammed from time to time. When a new pet series comes out, or a Generation is released, it's next to impossible to find cards. Generally, I have to wait about a week to reload my own NX.
At times, their stock will be out of a certain amount of NX card. Normally, I'll find a lot of 10,000 NX cards at CVS, and Blockbuster will have a ton of 25,000 NX cards. It's just all in your timing, I'd say. Don't get me wrong, however. As stated, stores themselves stop selling them every so often. Your best bet, as stated above, would be to have a back-up store to rely on, in the event your regular store sells out. Overall, I believe Nexon would post something if they were going to pull a certain amount off the shelf. I hope you resolve your issue, and find those cards you're looking for! ^^
