Well it seems I have found a solution to all three problems (GUI placement, hotskills, books) that might help:). Firstly, I have no clue as to how the korean language thing helped, except that maybe there might be two different reasons for the same problem. The books (and GUI placement and hotskills, as it seems) are transferred in some form of html ( here's one book directly from the server http://mabibook.nexon.net/usa/book_rookie_guide.html ). Now, as I dislike surfing throught wireless unprotected, I was using a vpn tunneler. The tunneler had the nasty habit of ramming banners into any html. My guess is that the game was fed those banners with the info it wanted in my case, and choked on the banners not knowing what to do with them. So I simply switched to a tunneler with no ads and all three problems are solved:). I can read books, and my GUI and hotskills stay as they should. I hope I managed to help at last one more soul. Well, you'd be hard pressed to find a tunneler with a decent speed that has no banners and is free. But check www.mabiguru.com forums, there is a good trick explained there to use aol as a sort of tunneler free of charge:)
Maea77:This really sounds like random corruption on the server end that they aren't fixing. For people to have it randomly come up, and on random OS, video cards, routers, no routers, etc.
The worst thing about it is that, as it randomly shows up, so are the solutions random. As you can see from this thread (and a few others) quite a few people are having the same problem, yet each group a solution of its own. From what I gathered, this was solved by:
-Switching to Korean
-Switching to EN-US
-IP related
-Tunneler related

I've switched to Korean, didn't work.
I've switched to EN-US (current,) no change.
I've attempted to use applocale, no fix.
I'm currently setup like this: Desktop Environment -> NOD32 -> Router hardware firewall -> Cable modem. I've released, renewed and configured my TCP/IP settings in every manner possible.
I'm not about to DMZ my PC or unroute it. Hardware (router) firewall = stays.

Well, there are several things you can do...
First you can try changing your regional settings to English (United States)
If that doesn't work, you can try using Applocale and use it in Korean mode
If it still doesn't work, its either your IPS or you may need to fully reformat your computer
I've been having this problem since closed beta. It wasn't until recently that I found out this wasn't what was supposed to happen. My skill bar doesn't save, and my books are continuously stuck on "Content Downloading.."
I really hope somebody can find a definite solution for it. It's irritating to have to reassign my skills every time I disconnect, re-log, or change channels. I'll log a ticket with Nexon. :(

Attention players: I am a fully trained pc specialist and have noticed an extreme amount of people having trouble with regards to the skillbar failing to recall and/or inability to read books issues within Mabinogi, I know why this is occurring. after several days of thoroughly testing possibilities here is the only possible logical conclusion: the game serverside calls to your system and uses I.E.7 .dll files directly to display the game books and to remember the skillbar settings, if you do not have it installed and updated with all patches, or are using a version prior to 7(especially in regards to xp32/64 or above) on your system it is highly likely you will encounter this issue at some point if you have not as yet.
I gaurantee after such thorough testing on my part this >is< the main source of this particular issue, the only sure way to correct it is to install IE7 and update it fully, if this solution does not correct the issue for you then ie7 is not installing or installed properly on your machine or not fully updated correctly

Sadly, installing IE7 is not an option for everyone running anything older than XPsp2... :(
It never existed back during the JP client for example and it still works fine on systems with even IE5.5 installed (at least as far as book loading is concerned,dont remember about skillbar saving) so something 'broke' during conversion to the NA client we have now. It could additionally be somewhat linked as well from the unicode->ascii conversion of the NA client considering unicows.dll is no longer used by mabinogi (yet still supplied by the installer) according to listed dependancies. Due to the such, Windows98/ME for example will never have bookload/skillbarsave abilities and Win2k is a tossup since Microsoft kind-of swept it under the rug as far as updates were concerned.
