Don't get your hopes up yet...they have to keep the players busy and quiet some how and in some way...releasing all the content at once makes boredom come that much sooner....>.>

I know... it just makes me sad we are so close (Technically one season... even if you don't like calling them that since we are in "Dragon", they still update pretty similar to other servers =d) to so many things that would keep me busy and/or improve my character a great deal and yet... we probably won't see them for months. So... I hope against hope that we'll get that patch.

Well, I don't think Nexon would release patches without previews first. It is against their style. They usually release what is going to be updated, and the only hint that was posted was by GM Maeby, which is the Halloween Event. I am sorry to destroy your hopes, but I am 100% sure this is the Event patch.

I've never seen him outside of Talteann in G9+

Does he still appear to sell those hax items in chapter 3?

No. He was a limited time only character during G8ES. He completed his mission of telling stories about Tailteann and Tara to players during that time, and has no more reasons to stay outside of there.
