I've seen someone on Mari with it, but I can't remember who.  Probably Milfeuelle or Chitose.

I know for a fact that Milfeulle's elf, Chitose, got that title a long time ago. Haven't actually seen Milfeulle himself with it, however.

Getting to r1 PM is the easy part...  You need to fulfill r3 requirements for smithing, tailoring, and potion making to master.  Not easy at all.  Congrats.
