Windmill starts to be good at r5, where you get a big range increase. It becomes a god skill at r1. However, I find it completely useless before r5 due to the awful range and damage.

Or at least 9 for the faster charge time. At rank 5 and 1 the windmill range gets larger.

Opps, I forgot to answer the Op's question, I find it useful at Rank 9, I just don't really see the use in higher ranks, I don't find any problems with rank 9, it gets me out of most multi-aggro situations.

If you plan to use WM as an offensive skill, get it to R1 by all means. It's a pain in the behind to rank til then.. (especially 4.. ><) but very worth it. The range boost from R5 and R1 will help you catch mobs that circle around you from a good distance. Countering with WM on even fast mobs will be easier (even if you lag a bit). Most of all, it's the only skill besides advanced magic that ignores protection when calculating critical rate. If you have a high crit rank, R1 is a must. May dish out way more damage than your other skills in this situation.

well...if you're a melee character, windmill is the life blood to your dungeoning.

r5 honestly didn't even cut it for me, the range wasnt as significant in my opinion.

but once i had obtained r1 i can easility decimate a room with it...

Unlike most users, I don't use windmill as an offensive skill, I use it as a defensive skill, unless if the monster is using counter, then I use windmill as an offensive skill, otherwise its purely a defensive skill and I never run Ciar Advanced and it is because of my low wm rank.

I agree with chillan, when youre satisfied with it or when it becomes too painful to train.  However, r9 is good with any type of fighting style (mage, range etc) becauses of the time boost and easy room control.  For melee or part melee i suggest at least going for r5 to be able to solo bugbears in ciar adv and etc.  Normally its not what rank is good enough, its what rank you can get to (wm is painful to train...but better than refining).

I have rank 1 windmill, and I'm not at all as satisfied as I thought I would be. I don't regret getting it though, and that's not to say i'm not happy with it either, but I say rank 1 not the "good enough" rank. Rank 5 is "good enough". Rank 9's....ok, but I just wouldn't be able to rely on it as a means of attack. Rank 9 is more for an escape button.
